** Every Place Where Citizens Go —

Relevant Law Should Be Visible

LAW BOOK → reaches people who seek legal information

LAW DISPLAY → reaches people during ordinary daily life

NATIONAL LAW & CITIZEN AWARENESS DISPLAY SYSTEM (NLCADS)

“KNOW THE LAW BEFORE YOU NEED THE LAW.”

1. CREATIVE IDEA / SUGGESTION

Introduce a standardised Law & Citizen Awareness Display System at public-facing government departments, institutions, businesses, educational establishments, service centres and public places.

Like a price list displayed in a shop, citizens should be able to see the relevant law/rule, section or code number, prohibited/required conduct, applicable penalty or consequence, citizen rights, responsibilities, and complaint mechanism at the place where the law is most relevant.

The objective is not to display every law everywhere. Each location should display only verified and relevant laws/rules, in simple language, supported by a QR code linking to the latest official legal source.

2. WHY IS IT NEEDED?

The daily movement and interaction of people is continuously increasing:

Travellers • Shoppers • Purchasers • Employees • Students • Customers • Tourists • Patients • Visitors • Business Persons • Service Users

People regularly visit:

Railway stations • Airports • Bus stands • Banks • Post offices • Police stations • Government offices • Collectorates • Schools • Colleges • Hospitals • Shops • Markets • Hotels • Lodges • Cinemas • Malls • Parking areas • Temples and other public places

Most people do not know all the laws applicable to these different environments.

Lack of awareness can contribute to:

Violation → Dispute → Complaint → Investigation → Litigation → Time & Expense

The proposed system attempts to introduce:

Awareness → Understanding → Compliance → Prevention → Safer & Better Society

This would complement existing legal-literacy and legal-awareness programmes by making relevant information continuously visible at the point of public interaction. Government has already undertaken extensive legal-awareness programmes through legal-services authorities.

5. IMPLEMENTATION PLAN

STEP 1 – IDENTIFY LOCATIONS
Select government, institutional, commercial, and public-facing locations.

STEP 2 – IDENTIFY RELEVANT LAWS
Prepare location-specific lists of important laws/rules.

STEP 3 – LEGAL VERIFICATION
Verify the Act, section/code, current penalty, amendments, and complaint authority.

STEP 4 – STANDARD DESIGN
Create a common national display format with simple language, symbols and QR codes.

STEP 5 – PILOT PROJECT
Begin with selected railway stations, government offices, banks, schools, hospitals, markets and other high-footfall locations.

STEP 6 – DIGITAL INTEGRATION
QR codes connect citizens to the latest official legal information.

STEP 7 – MULTILINGUAL ACCESS
Use English, Hindi, and appropriate regional languages.

STEP 8 – PERIODIC UPDATE & AUDIT
Review displays whenever laws, penalties, or complaint mechanisms change.

STEP 9 – NATIONAL EXPANSION
After evaluating the pilot, progressively extend the system nationwide.

6. STRONG CONCLUSION

A citizen cannot reasonably follow a law that he or she has never had a practical opportunity to understand.

Legal education should not remain confined to law books, classrooms, legal offices, or awareness camps.

Let the law reach people where people live, travel, work, study, shop, and receive services.

Just as a price list provides information before a purchase, a Law Awareness Display can provide legal information before a violation, dispute, or exploitation occurs.

KNOW THE LAW.

RESPECT THE LAW.

FOLLOW THE LAW.

PROTECT YOUR RIGHTS.

STRENGTHEN THE NATION.
