** Indian Public Law With Four Colours: Classification & Punishment Awareness Framework

LAW SHOULD NOT BE UNDERSTOOD ONLY BY LAWYERS —

EVERY CITIZEN SHOULD UNDERSTAND THE SERIOUSNESS OF THE LAW

INDIAN PUBLIC LAW CLASSIFICATION & PUNISHMENT AWARENESS FRAMEWORK

A Four-Colour System to Help Every Citizen Understand the Seriousness of Law

Creative Idea / Suggestion

Introduce a simple, multilingual four-colour public legal-awareness framework alongside existing Indian laws so that ordinary citizens can easily understand the relative seriousness of offences, applicable legal provisions, punishment ranges and the relevant legal process.

1. FOUR-COLOUR CLASSIFICATION

🔴 RED – GRAVE / CRITICAL OFFENCES
Exceptional harm to life, national security, children/women or society; examples may include murder, terrorism/national-security offences, serious organised crime, major trafficking/smuggling and other exceptionally grave offences.

🟡 YELLOW – SERIOUS ECONOMIC / SOCIAL OFFENCES
Serious cheating and fraud, substantial financial crimes, forgery, major property offences, repeated serious violations and similar offences.

🔵 BLUE – MODERATE / ORDINARY OFFENCES
Less serious offences for which the applicable law may prescribe imprisonment, fine or other legally prescribed sanctions.

🟢 GREEN – MINOR / REGULATORY VIOLATIONS
Minor traffic, civic and regulatory violations where the applicable law may provide a fine, compounding or simplified procedure.

Important: The colour classification would be an awareness tool, not a substitute for the actual law, judicial determination, due process or appeal rights.

2. TIME-BOUND JUSTICE

For serious offences, establish appropriate statutory or administrative time targets for investigation and judicial case management, while allowing genuinely necessary extensions with recorded reasons and preserving constitutional safeguards, defence rights, judicial independence and appeals.

3. “KNOW YOUR LAW” QR CODE

A QR code on suitable FIR/complaint acknowledgements, police notices and government legal-information platforms could provide:

Offence | Applicable Law | Seriousness | Punishment Range | Fine | Bail Position, where applicable | Procedure | Appeal/Review Rights

Information should be available in simple language and Indian languages.

4. WHERE IT CAN BE USED

  • Police stations
  • Courts and legal-service centres
  • Government websites and mobile applications
  • Citizen-service centres
  • Traffic and municipal systems
  • Schools and colleges
  • Television and public-awareness campaigns
  • Digital government platforms

5. EXPECTED PUBLIC BENEFITS

For Citizens

  • Better understanding of the law
  • Distinguish minor violations from grave offences
  • Reduce misinformation and emotional misunderstanding
  • Know basic legal rights and procedures
  • Encourage lawful behaviour

For Government & Justice System

  • Better legal literacy
  • Greater transparency
  • More structured case management
  • Improved public understanding of the justice process
  • Greater accountability for delays
  • Stronger public trust in lawful institutions

IMPLEMENTATION

Create an expert committee involving legal experts, police, judiciary/retired judicial experts, constitutional experts, technology professionals and citizen representatives to map existing offences and develop a standard four-colour public-awareness format without changing the substantive law merely through colour coding.

Begin with a pilot project in selected police stations, courts and government digital platforms, evaluate public understanding, and then consider wider implementation.

STRONG CONCLUSION

“LAW SHOULD NOT BE UNDERSTOOD ONLY BY LAWYERS — EVERY CITIZEN SHOULD UNDERSTAND THE SERIOUSNESS OF THE LAW.”

A clear public classification system can help citizens understand the difference between a minor violation and a grave offence, while time-bound justice, proportionate punishment and due process ensure that the system remains fair.

LEGAL AWARENESS + TIME-BOUND JUSTICE + DUE PROCESS + ACCOUNTABILITY = A SAFER, STRONGER AND MORE LAW-AWARE INDIA.
