Fake or Real - DIGITAL CONTENT IDENTITY & AUTHENTICITY SYSTEM — DCIAS

“TRUE CONTENT” — Digital Trust Information System -

“Know Who, When, Where, What, Why and From Which Source —

Before You Believe or Share.”

DIGITAL CONTENT IDENTITY, AUTHENTICITY & PROFESSIONAL VERIFICATION SYSTEM (DCIAVS)

“Know Who, When, Where, What, Why and From Which Source — Before You Believe or Share.”

1. THE PROBLEM

The rapid growth of Artificial Intelligence has made it increasingly easy to create or modify realistic images, videos, audio, text, reels, messages and other digital content.

Citizens may not know:

  • Who actually created the content?
  • When and where was it created?
  • Is it original or copied?
  • Has it been edited?
  • Was AI used?
  • What is the original source?
  • Has anyone independently verified the claim?

Views and viral circulation cannot be treated as proof of authenticity.

2. PROPOSED SOLUTION

Create a common Digital Content Identity Record for participating social-media and digital platforms.

Every applicable item could display:

Creator/Uploader | Location (privacy protected) | Creation & Upload Time | Content Category | Original/Source | AI Status | Views/Shares | Modification History | Verification Status | Content ID | QR Code | Source/Evidence

A QR code could provide the available Content Trust Certificate, provenance and verification history.

3. AI & AUTHENTICITY LABELS

Simple, standard labels could include:

🟢 ORIGINAL
🔵 AI-ASSISTED
🟠 AI-GENERATED
🟡 EDITED/MODIFIED
SOURCE NOT VERIFIED
🔴 MANIPULATED / SYNTHETIC

Verification should distinguish between verified, partially verified, unverified, disputed and manipulated content.

No system should promise that every piece of information is “100% true”.

4. PROFESSIONAL VERIFICATION

For specialised or higher-risk claims, create a system of Government-recognised/empanelled professional verification.

Finance → CA/financial professionals
Medical → Doctors/pharmacists/appropriate registered professionals
Legal → Appropriate legal professionals/notaries
Science → Subject scientists
Education → Academic/subject experts
Agriculture → Agricultural experts
Environment → Environmental experts
Cyber/IT → Qualified technology/cyber professionals
Film → Existing statutory certification framework where applicable
General factual content → Trained independent verification professionals

The professional verifies the defined subject/claim within their area of expertise, not the entire internet post indiscriminately.

5. NEW EMPLOYMENT OPPORTUNITIES

Create trained Digital Content Verification Specialists with skills in:

  • AI/deepfake detection
  • Source and fact verification
  • Digital provenance
  • Copyright/source checking
  • Evidence documentation
  • Privacy and digital ethics
  • Cybersecurity awareness

This would utilise the knowledge and experience of existing professionals while creating new digital-sector employment.

6. PRIVACY PROTECTION

Public users should receive useful authenticity information without unnecessarily exposing sensitive personal information.

Public: verified identity/account, appropriate location, date/time, AI status, source and verification status.

Restricted: full legal identity and technical information, accessible to platforms/authorised authorities only where legally permitted.

7. IMPLEMENTATION

Government standards → Platform integration → AI/technical screening → Professional verification where required → Content Identity/QR Certificate → Public transparency → Continuous audit

Start with a pilot programme covering high-risk categories such as health, finance, public safety and AI-generated media before wider implementation.

8. EXPECTED BENEFITS

  • Greater transparency
  • Easier identification of manipulated/deepfake content
  • Better source traceability
  • Reduced digital fraud and misinformation
  • Protection of citizens and reputations
  • Better information for journalists and researchers
  • Responsible use of AI
  • Improved digital literacy
  • New professional employment
  • Better utilisation of expert knowledge

CORE PRINCIPLE

“Technology detects. Qualified professionals verify. Platforms disclose. Citizens decide.”

THE GOAL

Not to control what people think or share — but to provide reliable information about digital content so people can make their own informed decisions.

VISION

Authentic Content + Transparent Sources + Qualified Verification + Responsible AI = A More Trusted Digital India
