1. CREATIVE IDEA / SUGGESTION

Introduce a National Two-Year Practical Service & Skill Programme under which young people would normally obtain approximately two years of paid, supervised and nationally recognised practical experience before or alongside higher education.

The participant would choose an approved pathway according to aptitude, interest and national/regional requirements.

2. WHY IS IT NEEDED?

India's education system has become increasingly academic, while many essential productive and traditional sectors depend on experienced workers.

In many rural areas, experienced farmers, artisans, weavers, technicians and other skilled workers are ageing. If young people do not learn their practical knowledge, India may eventually face shortages not merely of workers but also of knowledge and skills that cannot be quickly recreated from textbooks.

NEP 2020 already calls for vocational exposure, integration of vocational education, apprenticeships and dignity of labour. This proposal seeks to take that principle to a larger national scale.

5. NATIONAL PRACTICAL EXPERIENCE PASSPORT

Every participant receives a digital National Practical Experience Passport recording:

Sector → Location → Duration → Skills → Trainer/Mentor → Practical Work → Assessment → Certification

This creates a permanent bridge between education, skills and employment.

6. INTER-GENERATIONAL KNOWLEDGE TRANSFER

Create common standards and coordinate relevant Ministries.

Select districts according to local skill and workforce requirements.

Phase 3 – Training & Master Trainers
Connect experienced workers, farmers, artisans, industries, institutions and training centres.

Phase 4 – Digital Platform
Create the National Practical Experience Passport and integrated monitoring system.

Phase 5 – Evaluation & Expansion
Measure employment, skill acquisition, knowledge transfer, productivity and participant outcomes before nationwide expansion.

Existing apprenticeship and vocational systems can be used as the foundation. Government apprenticeship programmes already recognise basic training and workplace/on-the-job practical training.
