1. Creative Idea / Suggestion

National Dual Mobile Number Registration & Emergency OTP Recovery System

I propose that every important government, public-service and essential digital registration system should provide citizens with an option to register two verified mobile numbers:

1. Primary Mobile Number – used for normal OTPs, alerts and routine communication.
2. Alternate/Backup Mobile Number – securely maintained for emergency authentication and recovery when the primary number becomes temporarily unavailable.

At present, many digital services depend heavily on a single registered mobile number. If that mobile phone is stolen, damaged, misplaced, non-functional, disconnected, or the SIM is replaced, the citizen may suddenly lose access to OTP-based authentication and account recovery.

Proposed Innovation

The registration page should include:

PRIMARY MOBILE NUMBER

ALTERNATE MOBILE NUMBER

OTP verified

Both numbers should be independently verified during registration.

The alternate number should not automatically receive every normal OTP. Instead, it should function as a secure emergency recovery channel.

Emergency Recovery Mechanism

When the primary number is unavailable, the citizen can select:

“My Primary Mobile Number Is Currently Unavailable”

The system then initiates a secure recovery process using the verified alternate number, with additional identity verification wherever necessary.

The citizen could receive an alert such as:

“Your registered primary mobile number is currently unavailable. A secure recovery verification has been initiated through your registered alternate mobile number. If you did not request this, please report it immediately.”

After successful verification, temporary or appropriate access can be restored according to the security requirements of that particular service.

Important Security Principle

The proposal is not intended to weaken OTP security.

For sensitive services such as identity, financial or government records, the alternate number should be only one component of authentication. Stronger verification—such as existing identity authentication, biometric verification where applicable, PIN/password, device verification or other approved mechanisms—can be added before allowing sensitive changes.

Every use of the alternate number should generate:

  • Security notification
  • Date/time record
  • Reason for recovery
  • Authentication record
  • Audit trail
  • Protection against repeated fraudulent recovery attempts

A Universal Citizen-Service Principle

The concept can gradually be incorporated into appropriate registrations and digital services such as:

Aadhaar | Ration Card | Voter ID | Driving Licence | Passport | Government Portals | Insurance | Education Records | Public-Service Accounts | Other Essential Digital Registrations

The exact implementation should remain under the respective authority's legal and security framework.
